Lompoc forum spotlights student supports, Measure M spending and plans for employee housing

A community forum in Lompoc brought together Lompoc Unified School District Superintendent Dr. Clara Feinermann and Allan Hancock College President Dr. Kevin Walter to outline student‑achievement efforts, program expansions and emerging budget and policy risks.

Dr. Clara Feinermann opened by thanking staff and community partners and laying out district numbers and priorities. She said the district serves roughly 8,928 students across 16 schools and described a general fund/budget of about $120,000,000, noting that state and federal dollars arrive in restricted ‘pots’ rather than one lump sum. She highlighted recent school awards and oversight of capital work funded by Measure M, a voter‑approved $160,000,000 bond aimed at facility repairs and upgrades. “We want to build 100 units or more for staff who might be interested,” Feinermann said of a workforce‑housing feasibility study, adding that bond or general‑fund dollars would not be used to pay for housing construction.

Dr. Kevin Walter described Allan Hancock College’s efforts to expand local postsecondary pathways and career programs in collaboration with area universities and community colleges. He said the college has raised about $10,000,000 for the college’s ‘Promise’ program to help students attend full time and graduate without tuition costs and reported approximately 1,100 current Promise participants. Walter and Feinermann outlined plans to bring additional four‑year offerings and allied‑health programs to North County, noting a CSU Channel Islands nursing program slated to start in Santa Maria in fall 2026 and new radiology and cybersecurity partnerships with regional colleges.

Both leaders discussed workforce bottlenecks in high‑demand fields. Panelists said expanded nursing and allied‑health training is a priority but that clinical seats, prerequisites and instructor shortages mean program growth will take years. The college cited recent philanthropic support — including a $75,000 gift to its fire‑service program — as part of efforts to strengthen training pipelines.

Audience questions emphasized interventions for students who are multiple grade levels behind, metrics for measuring progress and on‑the‑ground concerns such as long school bus waits. Feinermann described school‑level targets, six‑week assessment cycles and individualized education plans as part of the district’s strategy to accelerate learning. On transportation, the district said driver shortages are being addressed through recruitment, training and incentive steps including a $1,000 retention/bonus approach for drivers.

Speakers also flagged policy and funding risks at the state and federal level. Feinermann recounted the loss of a federal minority‑serving STEM grant and said some program cuts nationally have happened without review, a development she said undermines programs aimed at underrepresented students. Both leaders noted that about 65% of district nutrition funding derives from federal sources and said the district is monitoring how any federal reductions could affect local services while emphasizing a commitment to ensure students receive meals.
