Atherton moves to codify construction-holiday schedule after residents urge no-work days

Staff introduced an ordinance amendment to chapter 15 to reconcile the town’s current practice with the municipal code and to specify which holidays prohibit construction activity and related deliveries. Residents urged the council to prohibit construction and deliveries on the day after Thanksgiving and the day after Christmas to preserve residents’ peace, and several council members agreed that the ordinance text should distinguish between town-observed holidays (when town offices may be closed) and the separate operational question of whether construction is allowed on those dates.
Staff and council reached consensus to replace a broad "define holiday" clause with specific language stating that construction, pickup and delivery shall be prohibited on Saturdays, Sundays and listed holidays (New Year's Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, and Christmas Day), and to treat holidays that fall on a weekend as observed on the preceding Friday or following Monday. Council directed staff to read the revised language into the record and return it for second reading.
No final ordinance adoption occurred at the meeting; the council closed the public hearing and voted to proceed with revised language for a future reading.
