Town planner Brittany Bennix reported several items from recent City Council activity affecting local land-use policy. Bennix said SB 79 (state legislation increasing allowable residential density in certain contexts) has been adopted by the council and the town will send materials to the California Department of Housing and Community Development for review. She credited staff work to prepare standards that would apply to any SB 79 projects submitted after July 1.
Bennix also reported the council adopted an inclusionary fee that sets an immediately effective per-square-foot fee for multifamily development: $150 per square foot for rental units and $200 per square foot for ownership units. She said the town received a number of SB 330 preliminary application submissions on RM-10 sites (about five were mentioned) that can vest projects under earlier rules if applicants proceed within the statutory vesting window.
Bennix said staff plans to tighten application requirements for SB 9-related submissions and to limit acceptance of LLC applicants going forward, in line with guidance from HCD and to reduce speculative filings. Commissioners asked clarifying questions about enforcement and occupancy requirements; Bennix said occupancy enforcement is challenging and would be handled case-by-case. The commission received the report and there were no formal actions tied to these updates during the meeting.
