He told the board the reclassification aims to divide the district into separate assessment schedules so that maintenance and repair costs are allocated more fairly to those who benefit from specific laterals.
Engineer (S3) described that some fringe parcels should be annexed because modern LiDAR and tile mapping show they drain into the facility. He also noted unusual historical assessment entries that likely reflect parcel splits or clerical errors; the engineer said correcting boundaries and schedules is common when modern mapping tools are applied to older districts.
The board closed the public hearing and approved the annexation request for DD 111 by voice vote; the engineer said the recommendation includes annexing about 75.09 total acres across identified parcels and creating multiple assessment schedules (lateral 1 and 1a combined; separate schedules for laterals 2, 3, 4 and 5 as appropriate).
