Winnebago County board approves annexation and reclassification for Drainage District 41

The Winnebago County board approved annexation and reclassification reports for Drainage District 41, adopting the engineer’s adjustments to bring previously omitted parcels onto the district assessment schedule and changing benefit units for at least one parcel.
The engineer (Engineer (S3)) told the board that DD 41 covers about 415 acres in Mount Valley Township and “is over a 100 years old,” and described the main tile as having “1,400 feet of 16 inch diameter tile” plus more than 4,000 feet of 14‑inch tile. He explained the annexation process brings lands that benefit the district onto the assessment schedule and that reclassification uses acres, soil type, distance from the facility and use to allocate dollar-per-acre assessments.
The engineer showed color-coded maps based on a hypothetical $10,000 levy and said the average would be $24.11 per acre, with parcel rates ranging roughly from about $10 to about $39 per acre. He identified several red‑shaded parcels that appear to benefit from the DD 41 system but were not on the current assessment schedule and recommended adjustments. For one parcel, Parcel 1211100004, the engineer recommended reducing its units “to 144.81” from 466.92 based on tile evidence provided by a landowner.
Resident Steve Knudson asked why land near a drainage repair completed last fall was not included; staff and the engineer said work done last fall would be included on the September tax statement and that, if the board approved the proposal, the effective date for annexation would be the date of approval. Knudson identified himself in the meeting as “I’m Steve Knudson.”
After discussion about whether to keep a $10,000 base for comparison or adjust the base levy to account for the unit reduction, the board approved the annexation and reclassification reports for DD 41 “as adjusted.” The engineer agreed to send an updated assessment schedule to the parties who requested it.
The board closed the public hearing and approved the measure by voice vote; staff said an updated schedule reflecting the parcel reduction will be issued and mailed to affected landowners.
