Miss Burgess, who reported out after the closed session, told the council: "During the closed session, the city attorney provided information to the city council regarding anticipated litigation, and no direction or action was taken." Her report said the council received information but did not give direction or take any formal steps.
The special meeting opened with the presiding official welcoming attendees and calling for roll. A clerk-like speaker recorded attendance: Mayor Gilman, Mayor Pro Tem Lang, Councilman Verrill, Council Member Lang and Council Member Wittman each answered "Here." The meeting included the Pledge of Allegiance and approval of the agenda by voice consent after a motion to approve and a second; no public comments were recorded online.
