Following an executive session to receive legal advice on a contract being negotiated with the City of Charleston, Charleston County Council authorized the chairman to execute an exclusive listing agreement for properties at 993 and 995 Morrison Drive.
Council returned from executive session with no votes taken inside that closed session. Councilmember Jenny Costa Honeycutt moved to authorize the chairman to execute the exclusive listing agreement reflecting a term sheet dated Feb. 13, 2026, conditioned on final approval by the county attorney and with the understanding that the final agreement will return to council for formal approval. Chair Joe Boykin seconded the motion.
The motion carried on a recorded voice roll; the clerk later identified the nays as Mister Pryor, Mister Middleton and Mister Darby. The county attorney had estimated about 15 minutes of executive session time to discuss the contract and provided legal guidance before the motion was introduced.
Council instructed that the county attorney approve final document language prior to execution and that the final agreement be brought back to the full council. No contract was signed during the meeting; council’s action authorized the chairman to proceed pending attorney approval and return for final consideration.
Next steps include county attorney review of the final documents and a return to council for ratification or further action as required.
