Mayor Pro Tem Eklund opened the meeting and called roll; Council member Brown was noted absent while Council members Andreatta and Rady were present. Mayor Pearl, who participated remotely, said she was attending "under Government Code 54953.80.3 applying the just cause provision due to illness," and that her audio and video were on and that no one else was present at her remote location.
The council moved into closed session for Item 6(b), conference with legal counsel, and Item 6(c), public-employee appointment, recessing to the City Manager's Conference Room for deliberations. The clerk reported there were no public-comment speaker cards and no Zoom public-comment participants.
On return from closed session, Mayor Pro Tem Eklund said, "There is no reportable action. Direction has been provided to staff, and our meeting is adjourned." The council took no recorded votes during the public portion of the session.
No next steps or public documents were announced at the meeting. The special meeting was televised on cable channel 18 and streamed via Zoom.
