CEC 28 asks DOE for clearer SCA project tracking; DOE says an end‑to‑end system is coming

CEC members told Chancellor Samuels and DOE leaders that principals and community councils lack clear visibility into School Construction Authority (SCA) project progress and timelines.
Deputy Chancellor Kevin Moran said the DOE has begun publishing building‑level attributes (year built, asbestos management plans and counts of instructional spaces and AC availability) on its website to help inform capital requests. He said an end‑to‑end system to track project awards, scopes and estimated completion dates is underway in partnership with the SCA and promised follow‑up on how principals and CECs can access that data.
Samuels added that distinguishing DOE facility work from SCA responsibilities and clarifying what can be handled at the school level versus SCA capital work is a priority for improving transparency and advocacy for faster delivery.
Officials said some project tracking already appears on district web pages and that a fuller, modern system is being built to address the concerns raised by principals and parent leaders.
