The Aurora City Council unanimously adopted the 13th Avenue Station Urban Renewal Plan and created two tax increment financing (TIF) areas tied to future redevelopment at the transit‑oriented site.
Juan Marcano, a Ward 4 resident, spoke in support of transit‑oriented development (TOD) while advising against over‑parking the site and urging more mixed‑use space rather than large surface lots. Staff outlined that the plan includes a $5 million loan to construct public infrastructure intended to make the site shovel‑ready for private development.
On project risk, staff said the loan is backed by AURA funds rather than the city’s general fund. “There’s no risk to the taxpayers. This is AURA money, and it just would not be available for other projects in the future,” a staff presenter said when asked about repayment risk if development stalls.
Council members raised questions about parking, RTD coordination on future RFPs, and the potential for conceptual parking to be reduced in actual development proposals. The council moved and unanimously passed the plan and related actions.
Next steps: RTD will coordinate when issuing an RFP for the site and the city will help shape selection criteria; staff said redeveloped parcels will be governed by city code and the RFP/selection terms.
