Nedcon soils delay reported; committee outlines follow-ups and future agenda items

Staff told the Public Arts Committee on July 9 that the construction management team working on the Nedcon project reported soils were still too wet for construction and that the site’s high water table and wetland conditions require careful engineering before installations can proceed.
"The soils are still too, wet to do any further construction out there," staff said, adding that the area sits in a Laguna wetland and the engineering required goes beyond simple stakes to ensure installed pieces remain upright through wind and rain. Staff said the delay was frustrating but preferable to rushing the work and risking failure during the rainy season.
Separately, the committee scheduled follow-ups and future agenda items: filling the PAC vacancy likely later in the year (recruitment to begin toward the end of the calendar year), contacting artists from the first installation to confirm whether they want to extend their display (an automatic two‑year extension had been applied but staff will check with artists), and asking staff to supply maps and ownership information for potential north-entrance/Trail sculpture sites.
What’s next: Staff will monitor soil conditions and notify the committee when construction can resume. For administrative items, Jeff will refine a draft history/calendar for the Community Sculpture Garden and staff will circulate it to PAC members; staff will also pull prior meeting materials and photos to support future site-selection discussions.
