The York County School Board voted to appoint Dr. James Carroll as division superintendent and approved his negotiated contract during a special meeting March 9.
Board members cited a thorough search and praised Carroll's leadership during crises. A motion to appoint "Dr. James Carroll to the position of division superintendent for York County School Division and approve the superintendent contract as negotiated" passed on a 5-0 roll-call vote. According to the roll call read aloud at the meeting, Missus Goodwin, Missus Fairman, Mr. Schaeffer, Mr. Richardson and Mr. Pivot voted yes.
The board chair summarized Carroll's background, noting more than 35 years in public education and operational oversight including transportation, maintenance, capital projects, information technology and student services. The chair said Carroll had previously served as the division's chief operating officer and led the division's response to COVID-19 and oversight of "more than $60,000,000 in capital improvement projects."
Dr. Carroll addressed the board after the vote, thanking members for their trust and saying he felt "the gravity" of the appointment. He said the interview process had been "thorough and rigorous," promised to build an entry plan in earnest and to report back to the board in June.
Board members who spoke cited Carroll's calm and steady leadership during the COVID-19 period and during a recent high-school fire, and said his strategic approach to decision-making matched the board's expectations. The chair and several members said the board reached its decision after reviewing a search that produced 25 inquiries and 14 full applications, including candidates with superintendent and principal experience from both in-state and out-of-state.
The board's formal next steps include onboarding actions to finalize Carroll's contract and a planned progress report in June. No other formal votes were taken on additional personnel matters during the meeting.
