The Guadalupe City Council on March 24 voted to adopt Resolution No. 2026-13, approving the city’s Measure A local program of projects and authorizing staff to program the city’s share of county transportation funds for street maintenance, sidewalks and ADA access.
Interim City Administrator David described the Measure A program as a long-run county initiative first approved in 2008 and reiterated that the city’s intent is to spend about $400,000 annually on street maintenance and related pedestrian and bicycle improvements, including curb, gutter and sidewalk work. He told the council the city has been meeting its maintenance-of-effort obligations and that certain percentages of funds are earmarked for pedestrian, bicycle and sidewalk work.
The council opened the public hearing for the program, received no public testimony and moved to adopt the resolution. The motion to adopt Resolution No. 2026-13 was made on the record and the clerk conducted a roll-call vote; council members voted in favor and the resolution passed.
Why it matters: Measure A (county transportation funding) is a primary local source for routine street repairs and accessibility upgrades that the city cannot otherwise fund from its general fund. Programming these projects through the county association of governments lets Guadalupe access its share of a multi-decade regional plan and ensures the city meets required maintenance and programing standards.
What comes next: Staff will forward the adopted program to the regional body and include the listed projects in the city’s capital programming. The council discussed and endorsed the city’s typical focus on maintenance rather than large highway projects; the resolution passed at the March 24 meeting and the city will implement the budgeting and project scoping in subsequent budget cycles.
