The bids announced during the opening included: Ascension (listed in the packet under both "Ascension Strategic People Solutions" and "Ascension Human Capital Management") at a total of $92,500; Baker Tilly at $55,600; CBIS at $82,250; HR Data Labs, LLC at $55,965; JER HR Corp, LLC at $86,500; Logic Compensation Group showing a price range of $75,000 to $131,500 rather than a single firm-fixed price; McGrath Human Resources Group at $131,500; MGT Impact Solutions at $119,025; PayPoint HR with a firm-fixed price read as $32,500 (staff noted the price was buried in the packet narrative on page 60); Pontifex Consulting Group at $49,500; Precision Consulting at $69,000; Sakanaga Business Solutions (transcript also records the name as "Sakan Sakanaga") for which staff were unable to locate a numeric cost in the packet; Smart Shore Services LLC at $230,000; and Synergized HR at $52,200.
Staff flagged several administrative issues while opening packages. Two submissions either omitted an easily discoverable firm-fixed price (Car Technologies Incorporated contained "no bid," and Sakanaga Business Solutions did not have a numeric cost located in the packet), and one submission presented a price range rather than a single fixed price. PayPoint HR's firm-fixed price was located only after staff consulted page 60 of the packet and read the amount aloud.
No votes, motions, or contract awards occurred during the session. Staff said the next step is to compile the bid information and prepare a recommendation for the board; no firm timeline for the board decision was set beyond staff's estimate of at least two weeks to prepare the comparative materials.
"So, yeah, the next thing we'll do is look compile all the bids together and put them into a recommend sheet to go to the Board of County Commissioners," a staff member said during the session. Near the end of the item, Dennis Bag stated, "My name is Dennis Bag. I'm the head of the HR department."
The bid-opening concluded with staff noting they would return to the board with a recommendation and that they intended to ensure proposals were compared "apples to apples."
