Measure U advisory panel dissolves old metrics ad hoc, agrees to reconstitute 2026 committee

At the start of its March 16 meeting, the Measure U Community Advisory Committee moved the consent calendar that included a required dissolution of a year-old metrics ad hoc committee. Chair Georgoff explained the dissolution was mandated by city code because ad hocs cannot remain in place for a full year and said the body could recreate an ad hoc with a new charge for 2026.
Public commenter Lambert Davis urged the committee not to dissolve the ad hoc without a successor in place, saying doing so would "lose momentum of the metrics." The chair and members discussed options and agreed to re-create a 2026 metrics ad hoc with substantially the same membership that had served on the previous group. The chair named the intended members and the committee confirmed those members while noting ad hoc quorum rules (an ad hoc must have seven or fewer members to avoid quorum rules for standing bodies).
The consent motion carried despite one recorded "no" vote. Member Cook stated for the record that dissolving without a successor in place was "problematic" and urged simultaneous creation of a replacement ad hoc; the chair said staff could appoint members without a full commission vote if needed.
The committee moved on after affirming the new 2026 ad hoc's membership and instructing the group to review the equity dashboard and proposed metrics and report back.
