Council members asked whether candidates currently in races should abstain from voting on the manual. A staff legal advisor replied that there was no conflict because the manual establishes rules of general applicability; council members reported they had consulted with staff and felt comfortable voting. Councilman Seabaugh moved approval and the motion carried without recorded dissent.
