"We were able to reduce costs by approximately $1,600,000 off the total," Cinco said, summarizing the results of negotiations with Great Lakes Construction and value‑engineering work that preserved the project's scope while identifying efficiencies. He said Great Lakes' initial GMP had been roughly $75.9 million and was reduced to about $74.4 million; with contingencies of about $1.1 million the total project cost is "just under $81,300,000," he told commissioners.
Cinco said the county conducted an audit of Great Lakes' bid submittal (the Westfield report) to confirm pricing was within regional norms and that unused contingency funds would return to the county. He said he would prepare an amendment to the existing construction agreement and also present a resolution to apply for an Ohio EPA construction loan.
