Smithfield council approves two special‑use permits and a rezoning in downtown area

The Smithfield Town Council on March 3 approved multiple land-use items: a special-use permit for Zeesheep to allow reduced drive-through stacking spaces, a special-use permit for a single-family dwelling at 108 South Mason with one parking space (in keeping with the historic district), and a rezoning and future land-use map amendment for 315 Main Street to a downtown/historic mixed-use designation.
Planning Department staff Mark Kluck presented each application and noted that the planning commission had favorably recommended them. Olivia Beck, representing the Zeesheep applicant, told council that the site’s drive-through would use a mobile-pickup window and that orders placed on an app mean fewer stacking spaces are needed. "Only if you're using the mobile pickup window...you can still go inside the store," Beck said in response to council questions.
Public commenters, including Bob Hines, praised applicants for working with the board and with the historic-district review process; council members commended applicants for adjusting designs to fit downtown character. After motions, council approved each item in roll-call votes.
The rezoning for 315 Main will change the property from heavy industrial to downtown, allowing retail and a small shed to house a tourism golf cart. Council members said the change aligns the parcel with neighboring properties and the town’s downtown vision.
Next steps: staff will post approval documents and any conditions attached to the special-use permits and map amendment.
