Commission approves Bowman rezone to R1-20 for 1.39-acre parcel; future land-use map amended

The Morgan County Commission unanimously approved a rezoning request (application 25.047) on March 18 that changes 1.39 acres at 3690 North Morgan Valley Drive from split RR1/A20 to R1-20 and amends the county future land-use map to village low-density residential.
Planning staff presented the request and recommended approval, citing adjacency to existing R-120 zoning, established access, and the county general plan. "Staff finds this request is supported by sound planning practices," planning staff Jeremy said, explaining the Future Land Use Map shows village low-density residential for the majority of the property and that rezoning would resolve a nonconforming split-zoned lot.
The applicant, Brad Bowman, and several commissioners discussed intent: Bowman said the request would allow him to separate the existing home onto its own lot and keep remaining property for family agricultural uses, and staff said any future subdivision would need to comply with infrastructure, frontage and access requirements. Planning staff noted that connection to a nearby water system (Peterson pipeline) is a precondition under state statute for half-acre lot zoning.
The Planning Commission had reviewed the request on Feb. 26 and recommended approval by a 5–0 vote (one member absent, the chair refrained). After a brief public hearing with a representative from the area plan committee and comments from the applicant, Commissioner Newton moved to approve the Bowman rezone application 25.047; Commissioner Blocker seconded. The commission voted unanimously to approve the rezoning and future land-use amendment.
Why it matters: The rezoning brings an existing, nonconforming parcel into consistency with nearby development and the general plan; it allows the property owner to pursue a conforming subdivision in the future subject to frontage, access and infrastructure rules.
