Police association member urges voters to back Measure N, calls for impartial arbitration to resolve bargaining impasses

Jeremiah Skaggs, a member of the Stockton Police Officers Association and a representative of a political action committee, told the Stockton City Council on July 26 that Measure N would help the city hire, train and retain more police officers and firefighters by providing a neutral process to resolve bargaining impasses.
"Measure N provides the last piece of the puzzle for retention," Skaggs said, urging council members to consider neutral, binding arbitration as a way to avoid prolonged contract stalemates that he said have hurt recruiting and retention. He told the council that the association sought an impartial process "for resolving bargaining impasse over contract and working conditions."
Skaggs also thanked council and staff for continuations to Measure A and invited council members to meet with the Stockton Police Officers Association board for further discussion.
His remarks were part of the public comment period; no formal council action on Measure N occurred as a direct result of the comment during this meeting (the formal item later on the agenda was a separate resolution authorizing submission of an opposition argument).
