At an informational presentation on Nov. 19, Stockton Police Chief Samuel Phan outlined recruitment and retention progress and new department initiatives.
Phan said sworn staffing stands at about 380 with 60 hires year-to-date, and the department has set up a full-time recruiting unit that uses regional outreach, social media and partnerships with military and collegiate athletic programs. The department has expanded wellness supports (on-site clinician, zen rooms, peer support, a wellness canine) and emphasized training and professional development.
Phan highlighted new technology and equipment acquisitions intended to improve operational efficiency, including license-plate-reader capability, integrated data platforms and a mobile forensic vehicle for evidence processing. He also described community-focused efforts such as youth programs, increased traffic enforcement staffing and public-safety public service announcements.
Council thanked the chief; the presentation was informational and there was no formal council action.
