Council approves amendment to Sunland Asphalt job-order contract to boost pavement work

The Town of Sahuarita council voted unanimously to approve Amendment No. 2 to Job Order Contract (JOC) No. 250024 with Sunland Asphalt & Construction, expanding the town's preapproved contractor capacity for pavement-preservation work.

Public Works Director Nalo Nalo Valley told the council the JOC model is authorized under the Arizona Revised Statutes (cited in staff remarks) and allows the town to pre-vet contractors so job orders can be issued quickly for time-sensitive pavement work. He said the amendment would provide additional capacity for the pavement-preservation program and requested a not-to-exceed amount of $3,000,000 over two years.

Council members asked how residents could view the town's five-year pavement-preservation plan and whether the JOC guarantees work for any specific contractor. Valley said the town is updating its five-year plan and will present it at the April budget retreat; he stressed that a JOC pre-approves contractors but does not guarantee specific job orders, which are awarded based on best fit, availability and scope.

A council member moved to approve the amendment and the motion was seconded; the motion passed by voice vote with no dissent. The clerk recorded the item and the mayor thanked staff for the work.

The amendment expands the town's procurement capacity for pavement maintenance. Staff said they will present the updated five-year pavement-preservation program at an upcoming budget retreat and then use the JOC list to issue individual job orders as needs and timing dictate.

Next steps: staff to present the updated five-year pavement-preservation plan at the April budget retreat and proceed with job-order procurement per the existing JOC process.
