Transportation Committee approves 15-minute parking near planned North Main daycare

The Transportation Committee of Oshkosh City voted to convert four parking stalls on the 600 block of North Main Street from two-hour to 15-minute parking to accommodate drop-off and pick-up for a planned ground-floor daycare.

The committee approved the recommendation by roll call. The Chair called the question after discussion and the five recorded members — Armstrong, Merritt, Hartman, Lynch and Larson — each voted “Aye.” No recorded nay or abstention was made during the committee vote.

Jim Collins, a transportation staff member who described the change to the committee, said planners initially considered a loading zone but rejected it because loading-zone rules require active loading or unloading and would not accommodate parents going into the facility. "We landed on...15 minute parking that would allow parents time to park, take their kids in or vice versa," Collins said.

Committee members discussed practical details before the vote, including whether the time limit should apply at all hours. One member urged making the stalls 15 minutes at all times to match the daycare’s extended hours, and another noted a nearby bar could create late-night parking demand. A committee member recommended checking adjacent business stalls while staff implements the change.

The committee's favorable recommendation will be forwarded to Oshkosh City common council for final action at its next regular meeting. If the council accepts the committee recommendation, staff said they would implement the parking change and install appropriate signage. The committee did not specify an effective date beyond the council action requirement.
