County approves appointments, contracts and small grants; adopts budget inclusion for reclassifications

Alongside major agenda items, the Umatilla County Board of Commissioners on March 18 approved several routine but substantive items.
The board appointed Andrew Brown (Milton Freewater area) to the county Planning Commission through Dec. 31, 2029. It approved a contract amendment related to the PATH CDBG project and an engineering services agreement with IRZ Consultants (approximately $25,000) to redesign aspects of the Central Water Line project. The board authorized $8,361 to complete construction of garden boxes at the Pendleton community garden, to be paired with OSU Master Gardener volunteer contributions.
County finance staff presented a recommended package of reclassifications and position requests for FY 2026-27 totaling about $756,000; the board voted to include up to $706,000 in the proposed budget for consideration by the budget committee. The board also approved a contract for goat grazing to help manage noxious weeds on approximately 210 acres for $18,350, continuing a program used last year.
These items passed on unanimous or routine majority votes and will move forward for implementation or inclusion in budget documents.
