A council member disclosed a potential conflict of interest involving a proposed Community Ambulance corporate headquarters and said she would abstain from deliberation and voting on the item.
During consideration of Item 4 (a standard development agreement, DEV-2025017896, for a new Community Ambulance headquarters), the council pulled the item from the consent agenda to allow an abstention. A council member said, "I need to discuss that my son-in-law and daughter work for Community Ambulance. Their employment with Community Ambulance is a conflict of interest that could be perceived by a reasonable person to affect the independence of my judgment on this matter. Therefore, I will abstain from deliberation and voting on this item." The council accepted the abstention and later voted to carry motions with that abstention noted.
Staff later presented the accompanying bill (bill 3895) related to the development agreement and the council referred it to the regular meeting of Dec. 16, 2025; staff recorded that the referral carried with the exception of the abstention.
The meeting record shows the disclosure on the public record and the council’s procedural handling to preserve impartiality while letting the item be considered at a later meeting.
