Council adopts a package of zoning and ordinance measures, refers several bills to Dec. 16 meeting

The Henderson City Council approved a series of bills and ordinances and referred several accompanying measures to a later meeting.
Council members voted to adopt ordinances tied to multiple agenda items, including Pueblo Pines Apartments (bill 3883 adopted as ordinance 4121), a Pueblo Pines senior housing development agreement (DEV-2025017381 adopted as ordinance 4122), The Falls at Lake Las Vegas (bill 3885 adopted as ordinance 4123), and a sequence of West Henderson BLM parcel zone change amendments (bills 3886–3893 and 3892 adopted as ordinances in the 4124–4131 range). The council also adopted an amendment to the Henderson Municipal Code concerning authorized backflow prevention assembly test companies and testers.
Many of the bills were handled together with single motions and recorded as carrying votes. Several motions were noted as "all members voted in favor"; in some cases staff recorded that a council member abstained when an identified conflict required it. The council referred bill numbers 3896 through 3901 (including accompanying bills for McDonald Highlands and NEO Vegas items) to the regular council meeting on Dec. 16, 2025 for further consideration.
Because the ordinance adoptions were processed in sequence under the agenda’s "bills to be read in title" procedure, the council did not hold extended debate on each item during this meeting.
