Chattahoochee County selects engineers for sewer and SEID grant applications; evaluation notes show cost differences

The Chattahoochee County Board of Commissioners voted Jan. 6 to select engineering firms to support two grant efforts: Barge Design was approved as engineer for a sewer grant and EMC Engineering was approved for the SCRC SEID 2025 application.
Commissioner Timothy Biddle moved to approve Barge for the sewer grant and EMC for the SEID grant; both motions were seconded by Commissioner Jason Frost and carried unanimously. The meeting record includes evaluation and score sheets from the River Valley Regional Commission (RVRC) that show how firms were scored and compared.
Documents on file with the meeting minutes note cost differences among firms: Moon Meek & Associates charges a $6,000 fee for a preliminary engineering report and an engineering fee of 17% of construction; EMC’s notes list a 9% engineering fee and state EMC does not charge for preliminary engineering. The RVRC materials instruct local governments to form a local committee to review proposals, present scores at a meeting, and make a procurement motion that meets DCA procurement requirements if EDA/SEID funding is sought.
Commissioners discussed contract scope during the meeting and asked for assurances staff would receive the services being paid for. The commission also approved a planning and zoning technical assistance contract with the River Valley Regional Commission for an annual fee listed in the contract ($6,000 for July 1, 2025–June 30, 2026).
