On equipment, Hatcher highlighted a need for a high‑flow tracked skid steer (to avoid roughly $32,000/year in rental fees), a tow‑behind leaf vacuum to manage seasonal peak demand and a replacement landscape truck; several existing units are 13–27 years old. He described a strategy of replacing units that cause high rental or repair costs and selling retired assets on govdeals.
Committee members probed whether private vendors’ tools could substitute for the software purchase and whether the reclassification truly avoided additional headcount; staff said they had considered vendor tools, but needed consolidated local control of data and reporting. Hatcher said the reclassification repurposes an assistant‑director position (Derek McCord) and is intended to meet seasonal workload and development inspection needs without adding a net new position.
