Public commenter presses CRA transparency as board discusses pier funding and grants

"There's a change in numbers. It's an increase. What is it? $17,000 increase," the resident said while urging the board to inform the public and commissioners when allocation amounts change. The commenter also asked, "How much do you have in reserve? Is it 5,000,000, 10,000,000, 15,000,000?"
Board and staff members answered during and after the comment period. A staff member (who spoke on the record) said the alleged improper cross-CRA payments were not on their watch and emphasized statutory constraints on CRA reserves: "The city cannot put any money in reserve, based on the state statute... All of our money is appropriated to a project." The staff member added that when meridian barriers were not in budget they reallocated funds from professional services to cover the expense.
Separately, the board discussed long-range funding and grant strategies for a new pier and boardwalk extensions. Staff cautioned that large construction grants typically require a design package before awarding construction funding. "For grants for actual construction, you usually have to have a design in place," a staff speaker said, and FEMA reimbursements for past damages, the speaker added, have been slow.
Board members and staff discussed options including county partnerships, grant consultants and ECHO grants as potential sources to accelerate design and construction funding. Staff said the pier would likely be a multi-year effort: design, permitting and then seeking construction funds.
The board did not take an immediate funding vote at the meeting; staff said they will continue to assemble funding scenarios and more detailed cost and design work before the commission makes a final funding decision.
