Summary
A staff report summarized amendments to a 2013 agreement and said the developer/group submitted $732,969 in beach-access improvement costs; staff said funds are available in the Main Street CRA to reimburse the completed work. The item was informational and required no board vote.
Staff presented an informational report on a reimbursement tied to a 2013 agreement between a group (photo group referenced in the packet), the city and the CRA, and explained subsequent amendments that altered timelines and reimbursement rules.
"In 2013, an agreement between photo group and city of Daytona Beach and the CRA was approved by resolution number CR 13 03 and 1379," said Angel Armstrong, project manager for the Beachside, summarizing the agreement history and later amendments. Armstrong added that a fourth amendment in 2025 defined beach-access improvements in phase 2 as completed projects.
Armstrong said the group has submitted costs for the beach-access improvement and that the agreement requires reimbursement. "The cost of the improvement is 732,969, and that money is available in the Main Street CRA," she said.
Staff told the board the project is complete and packet materials with supporting documents were provided for members to review; Jessica Gao and Rob were present for technical questions. Because the agreement and its amendments already authorized reimbursement, the item was informational and did not require board action at the March 11 meeting.
Board members asked clarifying questions and were directed to the packet materials for details about invoices and prior amendments. Staff said any procedural follow-up would be managed through regular administrative channels and the CRA fund designated for the project.
