Summary
The city authorized submission of a Community Development Block Grant (CDBG) application for paving not to exceed $225,000 and agreed the required 15% local match ($33,750) would be paid from bond funds if the grant is awarded; the board also adopted a resolution to apply bond funds to the three projects approved that evening, leaving a remaining bond balance of about $210,008.67.
City Administrator presented the board with a proposed Community Development Block Grant (CDBG) paving application on March 23, saying staff had been working with a consultant and that the federal/state deadline had been extended to April 10. The application staff recommended would request up to $225,000 and include the required 15% local match ($33,750).
The administrator said staff had mistakenly received a sample application showing a larger amount; the board directed staff to correct the paperwork so the minutes and final language reflect the $225,000 request and the 15% match. The administrator said the grant decision is typically made in the fall and that the match would be funded from remaining bond funds if the city is awarded the grant.
The board moved to authorize the mayor to submit an application to the Tennessee Department of Economic and Community Development not to exceed $225,000 and to execute necessary agreements; the motion was recorded as made by Alderman Keenan and seconded. During the vote one member — Miss Small — was recorded as abstaining; the motion carried.
Separately, because staff reported the bond funds have a limited “shelf life” for spending, the board adopted a resolution authorizing use of bond funds to pay for the three items approved that night (Station 2 drainage work, the FastPass windshield system and the CDBG match if awarded). Staff reported a remaining bond balance of approximately $210,008.67 after accounting for the evening’s authorizations.
Next steps: Staff will correct the application paperwork to show the $225,000 request, submit the CDBG application by the April 10 deadline, and follow up on grant award notifications if and when they are announced later in the year.
