Public Works Director (speaking to the board) described the FastPass option as a windshield sticker reader that would automatically identify city vehicles and allow the gate to return to automatic operation instead of being propped open. “It’ll log each vehicle so that once they come in, we know when somebody comes in and comes out,” the Director said, explaining that the system integrates with the FuelMaster fuel-management installation and is vehicle-specific rather than driver-specific.
Council members asked whether the system would track people or vehicles; staff clarified that the RFID windshield tags track vehicles and FuelMaster continues to track fueling transactions by employee ID. The quoted FastPass package includes roughly 150 RFID stickers adequate for the city fleet and partner agencies, staff said, and the board discussed charging outside agencies for replacement tags if desired.
City staff also emphasized a safety benefit: an administrator noted there is staff on site late at night and that the ability to lock the lot and limit entrance after hours would improve safety. The Director said the system could later be integrated with keyless building access and other city systems.
Vice Mayor Bradford (recorded in the minutes as the mover) made the motion to fund the purchase from bond funds; Alderman Alder (recorded as the second) seconded it. A roll-call vote was taken and the motion carried.
Staff will coordinate installation, confirm the number of readers required to cover three gates and address tag distribution and cost-recovery policies for outside fleets.
