Developer seeks $400,000 reimbursement from Franklin for Boyd Mill Pike improvements

Staff presented a proposed reimbursement agreement (City of Franklin contract 2026-009) with West Haven Owner LP requesting a $400,000 city contribution for roadway improvements along Boyd Mill Pike between Stonewater and Championship Boulevard.
Ron Scribe of Southern Land Company told the board that if the city approves funding the team could move to bid within a month and start construction in late spring, targeting completion by the third quarter.
"We think we could get it approved and funding in place by April... if we can get the green light to begin the bidding process, we could probably have it bid out within the next month," Scribe said, adding the project could be completed by Q3 if the schedule holds.
Board members and Ward 4 representatives expressed appreciation for the proposed improvements; staff confirmed one additional BOMA meeting would follow to consider the agreement. No vote was recorded in the meeting segments provided.
