School board votes to seek bids for repairs or replacement of three athletic tracks

Business-services staff summarized competing estimates and a third-party assessment. "They're really recommending if we're gonna do it, we need to do the sandwich system," said the staff presenter, who noted warranty and life-cycle differences between recapping and full replacement. The board reviewed vendor quotes that ranged by site and method (recap estimates roughly in the low hundreds of thousands; full replacement higher). The presenter told the board that, under state procurement rules, projects above $260,000 must be let by sealed bid, so the estimates provided were preliminary and formal bids are required.
Several board members pressed for independent review and clarity on lifespan and maintenance. One member said an independent engineer provided the assessment and that the district had photographs and a written report to share with the full board. Another member urged that the district require post-installation maintenance and monitoring so the district obtains the expected lifespan from repairs.
With the motion approved, staff will proceed to develop and post bid documents for both recapping and sandwich resurfacing options for the three identified school tracks and return to the board with bid results and recommendations.
The vote followed a lengthy discussion that included contractor estimates, a sports-engineering review, warranty differences (recapping often lacks long warranties while full resurfacing typically carries a five-year warranty), and questions about whether some schools currently use their tracks. The board did not select a specific vendor or commit to a funding source at the meeting.
