Staff reports continued interest in Town Center; manager updates council on affordable housing, greenway and budget schedule

Town staff told the Fletcher Town Council that developer interest in the Town Center property continues and that staff will meet with regional transportation partners to pursue funding for needed intersection and corridor improvements.
Staff said Lewis Real Estate met with town officials on Feb. 16 and is continuing due diligence; next steps may include a letter of intent and additional master planning. The council directed staff to talk with the MPO and DOT about transportation improvements (noting Fanning Bridge to Howard Gap as a corridor of interest) and to explore public–private partnership funding options.
In the town manager’s report, staff said a developer has formally submitted plans for an affordable-housing proposal on Underwood Road (three parcels, four buildings, 115 units) and will apply for low-income housing tax credits. The project requires a special-use permit and conditional/rezoning and will proceed through a quasi-judicial hearing process; staff reminded councilors about the evidentiary limits on ex parte comment during that process.
On the Cane Creek Greenway, staff reported McGill has advanced design work, filed a driveway permit and encroachment agreements with DOT, and completed property survey work for a private parcel where trail easement or conveyance is needed. Staff also said budget review is underway and reminded councilors of a March 24 budget workshop with department presentations.
Next steps: staff will continue developer outreach and MPO/DOT coordination, process the affordable-housing application through required quasi-judicial steps, continue greenway permitting and survey work, and complete materials for the March budget workshop.
