The Limestone County Commission voted unanimously to authorize staff to submit an offer to purchase a property at 300 East Elm Street, subject to three contingencies recommended by County Attorney Drew Deal: an appraisal-based price cap, an environmental study and a structural inspection.
County Attorney Drew Deal told commissioners that "we cannot pay more than appraisal price," and that an environmental review is needed because cleanup of hazards can be prohibitively expensive. He added that a structural inspection could reveal defects that would affect the property's value.
The commission discussed whether the county must authorize funds up front to complete the appraisal, environmental study and inspection. Administrative staff said agreements will be prepared and that estimated costs for the three processes will be presented on the next meeting agenda; the county expects to have 60 days to complete those items.
Commissioner Turner made the motion to approve submitting the offer with the contingencies the county attorney recommended; Commissioner Gatlin seconded. The chair called the vote and the commission approved the motion unanimously.
Next steps include obtaining cost estimates for appraisal, environmental and structural work and returning those estimates to the commission for formal authorization. The motion recorded the commission’s direction to condition any purchase on appraisal, environmental and structural contingencies in accordance with applicable Alabama law.
