Passaic council adopts parking ordinances to add disabled-plate spaces and a new residential permit zone

The Passaic City Council on March 17 adopted two parking-related ordinances intended to address disabled parking enforcement and overnight spillover parking from a neighboring municipality.
Proposed ordinance 25-17-26 amends the city code to designate restricted parking for disabled persons by New Jersey license-plate number. The council opened and closed the public hearing with no speakers and approved the ordinance on a recorded roll call.
Separately, ordinance 25-18-26 adds a residential parking permit zone covering a single block from Brook Avenue up to the Clifton–Passaic municipal boundary and surrounding cross streets. Administrator Fernandez explained council staff have previously used similar zones downtown and that the new zone aims to reduce overnight overflow parking attributed to the adjacent municipality. Council members asked for the ordinance’s salient points and the administrator said the measure has produced positive results in prior zones; the ordinance was moved and adopted on roll call.
Both measures passed with affirmative votes from the council members present. The council also introduced ordinance 27 (restricted parking for disabled persons by plate) for second reading on April 14 as a related item.
Council members described the ordinances as targeted, mostly technical fixes to existing code sections rather than new comprehensive parking policy; no amendments were proposed at the March 17 meeting.
