Council hears plan to accept $4.17 million AOC award for Robert F. Stevens courthouse roof; city asks to set $4.5M project budget

Lexington Fayette Urban County officials presented a plan to replace roofs at the Robert F. Stevens district and circuit courthouses after the Administrative Office of the Courts awarded roughly $4,170,000 toward the project.
Commissioner Ford told the council the city has a "shovel-ready" project and asked the council to approve a memorandum of understanding that would allow reconstruction to start after procurement and bidding. Ford said the AOC award "provides for us" and that staff are asking the council to "set up this project with a budget of $4,500,000" to cover contingencies and ensure cash flow while reimbursements are processed.
Ford said the city previously budgeted $150,000 for design work, and a third-party cost estimate placed construction at about $3,700,000; an owner's contingency and reimbursements from Frankfort would fund remaining expenses. The MOU sets a project completion date of June 30, 2027, negotiated with the Administrative Office of the Courts, and staff said they will advertise and award the construction bid this spring and begin construction later in the season while maintaining courthouse operations.
Vice Mayor Wu and other members asked about timing and cash flow. Ford confirmed the council would initially commit capital-reserve funds and that monthly reimbursement draws from Frankfort would replenish the reserve as work and pay requests proceed. Ford said "our intent is for the full amount to be returned to the capital reserve account" at project completion.
The council voted to approve new business items, including the request to set up the project budget and execute the MOU. The motion passed by voice vote.
What happens next: if the council's budget amendment is approved, procurement staff will advertise the construction bid, staff will work to secure timely contractor pay requests to facilitate monthly reimbursements from Frankfort, and construction is expected to finish by June 30, 2027.
