Council moves forward with redistricting after staff warns wards exceed 5% variance

Henderson staff told the council that recent population estimates (based on January 1, 2025 data) show ward populations have diverged by more than 5%, triggering a requirement in the city charter to redistrict in a year without a general election.

Andy Powell (Community Development) presented two draft redistricting plans: Plan 1 would move about 10 precincts (about 11% of the city population) to restore balance; Plan 2 would minimize changes to roughly a single precinct. Council members debated the timing, political sensitivity during an active campaign season, and the obligation under the charter.

Some council members said they had only just learned of the need to act and expressed concern that redistricting during campaign season can be perceived as political; others emphasized the legal obligation and the growth patterns concentrated in Wards 2 and 3. Powell said redistricting is likely to be needed again in two years given ongoing growth in master-planned communities.

Action: Council approved reading the ordinance in title and will consider and vote on a specific plan at the next meeting (full discussion scheduled for Aug. 5). One councilmember recorded a nay in the subsequent motion to adopt the reading (Councilwoman Cox voted nay on the motion reported in the record).
