Council approves bond, multiple ordinances and procurement resolutions in unanimous votes

Among items read on second reading and approved were a zoning change for roughly 65.69 net acres at Canebrake Drive, a series authorization of general obligation bonds (Series 2026A) in an aggregate principal amount of $18,040,000, and multiple staffing classification adjustments across departments. Mayor Linda Gorton announced the items passed after a roll-call vote in which each named council member voted yes.
The council also approved a list of procurement resolutions, including acceptance of the bid from Duke's Root Control, Inc. for flow monitoring in the division of water quality ($172,600), Shoonar Concrete and Construction for the Constitution Park concessions and restroom building ($522,422), and Elaine Allen LLC for renovation of the Whitney Young Community Building ($216,700). The council authorized execution of professional services agreements described in the agenda, such as a Tetra Tech contract related to North Elkhorn PSWWS tank work (not to exceed $1,490,000, contingent on budget amendment) and a $56,067 contract with Calhoun Construction Services for a rooftop solar PV system at Police Sector East.
A separate resolution approved an inducement to Neogen Corporation under the Kentucky Business Investment Act (KRS chapter 154.32) to rebate 1% annually of the company's occupational license fee for up to 10 years, subject to the act's limits and any agreement with the Kentucky Economic Development Finance Authority. The council also authorized acceptance of additional federal funds for Town Branch Trail Phase 5, noting acceptance obligates the city to $162,000 in matching/expenditure obligations.
Most approvals were routine and carried by voice/roll call without debate.
