Council approves neighborhood development funds after public pushback over Charleston Gardens HOA request

The Lexington-Fayette Urban County Council approved Neighborhood Development Fund (NDF) allocations at its Jan. 27 work session after a brief exchange over a single homeowner-association request.

Amelia McKee of District 11 spoke during on-agenda public comment and asked the council to reject a $2,650 request from Charleston Gardens HOA to remove trees on HOA property. McKee said the request was "122% higher than the average request of this session and 33% more than the next highest request," and argued the HOA’s neighborhood has a median home value at least 50% higher than the rest of the city. "This is an affluent HOA asking the city to subsidize its operating cost and would be an obvious misuse of neighborhood development funds, and it should be denied," she said. (Amelia McKee)

Council members questioned who sponsored the Charleston Gardens request. One sponsor said they believed their office submitted the item and would look into the details. Council member Boom suggested delaying or rejecting the request until the sponsor could provide clarity; the sponsor said such tree projects are a common kind of NDF request and indicated support for approval.
