Cooke County accepts FY25 audit; independent auditor issues 'clean' opinion

Cooke County commissioners voted unanimously Monday to accept the FY25 annual financial report after an auditor told the court he would issue an unmodified (clean) opinion.
Kent Willis, a partner at Patillo Brown & Hill, presented the audit and congratulated county staff for the work that produced a clean opinion. He said the firm spent roughly 400 hours on the audit team and found no material issues in the financial statements or in the secondary grant-compliance testing, which included ARPA and a law-enforcement grant. Willis noted the county is submitting the report for voluntary review by the Government Finance Officers Association, which requires expanded statistical tables and 10-year trend schedules.
Willis highlighted several trend figures, including a rise in total expenditures from about $25,000,000 in 2016 to about $40,000,000 in 2025 and an increase in total taxable assessed value over the last decade. He said those tables give the public more transparency and context.
A commissioner moved to accept the audit; the motion was seconded and carried 5-0.
The court’s acceptance means the FY25 financial statements will be placed on record and submitted for GFOA consideration, and staff will continue required reporting on federal and state awards.
