Council accepts Environmental Quality & Public Works committee recommendations to modernize water-quality grant process

Councilmember Savigny presented the Environmental Quality & Public Works (EQPW) Committee's report on a recommended set of improvements to the Water Quality Management Fee Incentive Grant program established by ordinance in 2009. The committee recommended modernizing online applications, adding application toolkits and office hours, improving outreach and marketing, and creating clearer timelines and structured applicant feedback.
Savigny said implementation of these improvements is planned for 2026 and coordination will take place with the Division of Environmental Services and the Division of Water Quality. The committee motion to accept the recommendations passed unanimously; a subsequent motion to amend the storytelling deadlines also passed unanimously.
Council directed staff to proceed with implementation and coordination as outlined in the committee summary.
