Council awards $6.68 million Lake Las Vegas roundabout contract; mayor abstains

Henderson — The City Council voted to award a $6,680,000 contract to Las Vegas Paving Corporation for construction of a roundabout at Galleria Drive in the Lake Las Vegas area.
Staff told the council that bids opened July 30 and four proposals were received, with the lowest responsive bid from Las Vegas Paving Corporation. "Staff recommends council award to Las Vegas Paving Corporation with the lowest bid of $6,680,000," a staff member said during the meeting.
Before deliberation, Mayor Michelle Romero said she would abstain from deliberation and voting on the item because "my husband and son work for Las Vegas Paving, and their employment with the company is a conflict of interest that could be perceived by a reasonable person to affect the independence of my judgment on this matter." Romero then removed herself from the vote.
Council moved and voted to award the contract. The clerk announced the motion carried "with the exception of Mayor Michelle Romero who abstained; all council members voted in favor of the motion made by Councilman Stewart." The council did not provide a separate roll-call tally during the meeting.
The award covers construction of the roundabout at Galleria Drive in Estrada Di Villaggio. City staff said the contract will move forward under the recommendation to the lowest responsive and responsible bidder.
No councilmember requested further review or a separate procurement report during the meeting. The city did not provide additional contract terms, construction schedule or funding source during the discussion.
The council then proceeded to the next public hearing item.
