The Department and Agency Subcommittee advanced House Bill 2341 on a 7-0 voice or roll-call tally, sending the measure to the State & Local Committee.
The bill, sponsored by Chairman Vaughn, would permit establishments in Downtown Nashville to participate in temporary-event or special-event zones and carry alcoholic beverage sales outside their premises while streets are closed for large events. "This would give the opportunity to level the playing field," Vaughn said, adding he did not expect the bill to increase overall alcohol sales but to distribute sales among businesses already participating.
Committee members debated whether to accept an amendment that had been filed late; the panel voted to take up the untimely-filed amendment (drafting code 017126) before proceeding. After debate, members moved to the previous question and voted on the bill as amended. Mr. Clark, the clerk, announced seven ayes and zero nos.
