Bill would let school systems use state contracting standards to streamline vendor agreements, sponsor says

Sen. King presented Senate Bill 646 to the Ways and Means Committee as a measure to let public school systems apply procurement contracting protections already used elsewhere in state government. ‘‘The bill eliminates the need for repetitive negotiation over terms that come into conflict with established public policy and gives school systems a clear statutory reference point when reviewing vendor agreements,’’ King said.
King said the bill was amended to clarify it does not cover collective bargaining agreements and stressed the legislation aims to increase clarity and efficiency rather than change labor contracts. He framed the proposal as a cross-file of House Bill 1604 and said the clarifying amendment already offered in the House was adopted in the senate file.
Committee members asked no substantive questions and the chair closed the hearing; the sponsor requested a favorable report with amendments.
