Vice Chair Griffith moved the motion to approve the bid, which was seconded by Mr. Hendricks and Mr. Ellis. During discussion board members pressed for clarity about potential wet insulation under the roof deck; Mr. Manuel and staff said bidders provided a per‑square‑foot price for wet insulation but the final cost will not be known until the existing roofing is removed and the contractor documents the amount needing replacement. The superintendent said necessary replacement insulation would appear as a change order and that his authority to approve change orders is limited by dollar thresholds, with larger change orders returning to the board.
The motion, recorded as agenda item 9A, passed on a roll‑call vote: Mr. Strain — yes; Mr. Hendricks — yes; Ms. Griffith — yes; Mr. Ellis — yes; Chair Curry — yes. The board noted the new roof is expected to have a minimum useful life of 20 years and possibly up to 30 years.
Funding for the project will come from capital improvement funds provided by the Shelby County Commission; the board and administration said this project had been on the district’s five‑year facilities list.
Next steps: staff will finalize the contract paperwork, schedule demolition and replacement work, and present any change orders over the superintendent’s authorized threshold to the board for approval.
