S3 cautioned that preliminary cost estimates for fully operating community corrections programming were higher than expected and urged the board to confirm operating costs before committing to an opening date. Staff said some administrative functions could begin earlier than full programming but that additional staffing would require budget approvals.
Security and monitoring were a decisive condition for moving operations. Facility staff and a commissioner raised the need for functioning exterior cameras and consistent monitoring "before that move" occurs; staff said cameras were in the final stages of installation and that the relocation would not be finalized until security systems are working.
The board did not adopt a formal policy change at the meeting; members indicated they will continue planning and return with refined budget numbers and operational details before fully committing to a program start. The board discussed a tentative May 1 start for limited activities but left final authorization contingent on confirmation of staffing and security systems.
