Jasper City Council approves event permits, budget amendment, nuisance abatement and rezoning

The Jasper City Council voted unanimously to approve permits for three upcoming community events, adopt a budget amendment to buy court equipment and cover a scanner maintenance payment, and to adopt a nuisance abatement resolution and a rezoning ordinance after a public hearing that drew no speakers.
Kelly Barnes presented three event permit requests and said Sunrise on the Square, an Easter sunrise service requested by First Methodist Church, is scheduled for Sunday, April 5 from 6 a.m. to about 7:30 a.m. and could draw up to 400 people. Barnes also described the Miles for Miracles 5K requested by Oakman High School FBLA and a Jasper Home and Garden Show planned for May 9 with vendors, food trucks and a kids zone. "The police, fire, and street departments have given their approvals on all 3 events," Barnes said. The council approved the permits by voice vote.
Kathy, who introduced the budget amendment previously, told the council the measure would allocate $8,400 from the capital improvement fund to buy eight court computers and monitors and would allow use of $11,800 in opioid funds to pay the maintenance agreement for the body scanner. The council moved, seconded and adopted the amendment unanimously.
Adam presented a public hearing on a rezoning request for roughly 0.16 acre at 1509 9th Avenue, proposing a change from R-1 (single-family residence) to B-2 (community service) to allow placement of a retail farm-and-market business in District 5. "That rezoning is a 0.16 acre parcel" and "it's going from R-1 single family residence to a zoning District B-2," Adam said. With no members of the public speaking for or against the ordinance, the council voted to adopt it.
Adam also asked the council to adopt a nuisance abatement resolution for parcel 64170209103056 on Kilgore Street in District 1 for overgrown grass and weeds. The motion carried on a unanimous voice vote.
The council's actions were procedural and unanimous; next steps for each approved item are the routine permitting and implementation steps handled by city departments.
