Planning committee approvals and postponements: what passed, what was delayed

The Lexington subdivision committee on April 2 recommended approval of multiple development plans and postponed several others after extended technical review and public comment.
Among the items the committee approved was FRP 26-4 (Patch and Wilkes unit 1 phase 2), a final record plat brought by the applicant to change the street cross section to accommodate larger street trees; staff recommended approval with seven conditions and the committee passed the motion. The committee also recommended approval of MJDP 26-5 (Beaumont Forest Unit 2, Lots 2 and 3) after applicants confirmed drainage studies had been submitted to the division of engineering and agreed to address remaining sign‑offs. Both motions were made, seconded and approved by voice vote.
The committee took a separate vote on PLN MJDP 26-10 (Bryant Road), a preliminary development plan for roughly 100 residential units. After hearing extensive public comment about traffic, tree loss and stormwater, commissioners approved the plan with seven staff conditions and attached a possible sidewalk waiver for later review.
Staff and applicants also presented minor commercial items. MJDP 26-3 (Clean Sweep car wash) was recommended for approval subject to the Urban County Council's modification of conditional zoning, and MJDP 24-90 (Interstate Service Center, Unit 3 Lot 1) was reapproved so the mylar could be signed following recent administrative filings.
Several plans were postponed to allow applicants to resolve outstanding technical issues. MJDP 26-9 (Pfister/Taylor) was postponed after debate over whether the applicant could proceed with a plan that depended on the city releasing an old right-of-way; staff had noted questions about Locust Point Way termination, stormwater easements and required waivers. MJDP 26-7 (Crossroads Christian Church) and MJDP 26-12 (White Farm) were also postponed for additional revisions and sign-offs.
The committee heard several waiver requests and preliminary discussions (including a Cowgill waiver tied to a proposed University of Kentucky medical campus and a GDK Farm slope waiver to preserve a tree-lined farm approach). Those waiver requests remain under review and were not decided at the meeting.
The committee typically moved items with a standard set of staff conditions and asked applicants to return with finalized exhibits and any required certification or certification-level sign‑offs before full planning commission hearings. The committee will forward postponed items and some waiver requests to the planning commission with staff recommendations.
